LOOKING FORWARD European Week of Regions and Cities 10 - 13 October 2016 For its 14th year, the European Week of Regions and Cities will bring together politicians, managing authorities and experts to discuss the latest on EU regional policy with a focus on “Regions and cities for sustainable and inclusive growth”. The registration is open for its 130 workshops and debates until 23 September - register now! In all, 38 events will take place at the EU Committee of the Regions’ premises, addressing a variety of themes such as circular economy, revitalising rural areas, the post-2020 growth and jobs agenda, interregional cooperation, energy poverty, blue economy, entrepreneurship, demographic change, among others. State aid: implications for investments at regional and local level

Lunchtime briefing, 19 September, 2016, 13:00-14:30, JDE 51 During this briefing, speakers from the European Commission’s DG Competition, DG for Regional and Urban Policy, and of the European Committee of the Regions will present the main elements of the Commission’s recent “Notice on the Notion of State aid” and explain how simplification of state aid rules can enhance investments at local and regional level.

The future of the cohesion policy

Hosted conference, 20 September 2016, 9.30-12.30, Atrium 5 The event will bring together several political levels for the evaluation of previous experience, the articulation of policy priorities and to draw lessons for the future. Apart from the European Representations of the Bavarian local authorities, as well as the Baden-Wuerttemberg and Saxony European local authorities Representations, German local and regional politicians will be present. The event will furthermore include members of the European Commission, the European Parliament, the Permanent Representation of the Federal Republic of Germany, the State Representations of Bavaria, Baden-Wuerttemberg and Saxony as well as the Committee of the Regions.

eGovernment at Regional and local level: Have your say and shape our Public Administrations of the future

Co-organised multi-stakeholder event, 20 September 2016, 9:30-16.00, VM1 (afternoon session another venue TBC) AtThe European Commission published in April 2016 the eGovernment Action Plan 2016-2020. Digital transformation of public administration is crucial in terms of public administration modernisation; it helps to reduce administrative burdens of citizens and businesses and prevents from further fragmentation. Beyond the actions identified in the eGovernment Action Plan, further actions may be proposed either by the Commission or by stakeholders, including Member States and public administrations at all levels. This new element is of particular importance for regions and local authorities as it allows them to contribute directly to the content and design of EU policy priorities in eGovernment. An online platform has been set up to gather ideas for new actions and provides a space for all to collaborate and discuss how to improve eGovernment services in the EU. The event is organised jointly by DG CNECT and the CoR in order to promote the eGovernment Platform and involve local and regional authorities in the implementation of the newly adopted eGovernment Action Plan.

Financing investments in tourism industry to increase competitiveness and attractiveness of territories

Celebrating UN world tourism day Exhibition and dedicated conference at NAT, 27 September 2016, 13.00 – 18.00, 5th floor foyer

In celebration of the United Nations World Tourism Day, participants are invited to take a journey through tourism in Tirol through the ages. Joint TRAN-COTER meeting on “Missing links” and Financing of Transport Infrastructure 29 September 2016, 11:00 – 13:00, JDE 52

The integrated development of border regions in Europe largely depends on the availability of transport infrastructure which allows short crossings between cities, businesses and citizens located on both sides of the border. Missing links in border regions form part of a wider issue: lack of financing for development of local and regional transport infrastructure. While in recent years the European Union has focused on providing solutions for large scale TransEuropean transport Infrastructures using in particular the Connecting Europe Facility (CEF), there are only few resources available through instruments such as the INTERREG programme to address the challenge of closing the missing links of small scale infrastructure in Europe’s border regions. This is why it is important to assess the needs for closing the missing links of small scale infrastructures in Europe and to find ways for financing them in the future. Whilst the majority of funding is dedicated to TEN-T core networks, the local and regional comprehensive networks should not be overlooked. The review of the multi-annual financial framework of the EU at the end of 2016 could be an excellent opportunity to put forward new proposals for providing EU support for closing the missing links in the future.

South East Europe Government Communication Conference 2016 (SEECOM) : Public Dialogue for a Common European Future

Hosted conference, 6-7 October 2016, 9.30-17.30, room JDE51 The goal of the conference is to offer public communication perspectives and dialogue-driven solutions to a number of pressing, transnational and national, social and economic issues affecting the region of South East Europe and Europe as a whole. The event will bring together senior government communication officials from South East Europe, who will have an opportunity to establish and renew contacts with their peers from the region, as well as to exchange best practices and learn from some of the leading public sector communicators and communication experts from Europe and EU institutions and the US.

Joint REGI-COTER meeting on “Achieving better performance in Cohesion Policy”

European Week of Regions and Cities 2016, 12 October 2016, 14:30 – 17:00, JDE62 The CoR COTER Commission and the EP REGI Committee will meet within the framework of the European Week of Regions and Cities to discuss, in the presence of high-level representatives of the European Institutions and representatives from European local and regional authorities participating in the European Week of Regions and Cities, on the first finding of the implementation of the ESIF 2014-2020, in particular in view of its performance and result oriented approach as well as the key challenges for the current and future Cohesion policy.

EuroPCom 2016

Co-organised conference, 20-21 October 2016 The seventh edition of EuroPCom, the European Conference on Public Communication, will be held in Brussels on Thursday 20 and Friday 21 October 2016. Over a dynamic two-day programme, communication managers and senior experts from local, regional and European authorities will discuss major challenges in both EU and public communication. More than 700 EU communication professionals are expected to attend the event. As an extra networking opportunity this year, EuroPCom will open “ideas labs” for interested participants to find partners for their projects or share experience on issues of common interest. The conference is organised by the European Committee of the Regions, in close cooperation with the European Parliament, the Council of the EU, the European Commission and the European Economic and Social Committee.

Exploring the use and application of European & international mechanisms for the protection of vulnerable and separated children’s rights

CoR MOOC 2016: EU budget and funding for regions and cities

31/10-9/12/2016 The CoR offers a new massive open online course (MOOC) to contribute to capacity-building of regional and local authorities with regard to EU affairs, more particularly on EU budget and funding for regions and cities. This MOOC has been co-created with the European Investment Bank (EIB) and the European Commission – DirectorateGeneral for Regional and Urban Policy (DG REGIO) and Directorate-General for Budget (DG BUDG). The course consists of videos, factsheets, infographics and web-streamed live debates with Q&A from the course participants. The course will last six weeks, starting on 31 October and ending on 9 December 2016. Studying time is about two hours per week. The course material will remain available online until 31 July 2017. LOOKING BACK EUROPEAN SUMMIT OF REGIONS AND CITIES, BRATISLAVA 8-9 JULY 2016 Bratislava 8-9 July 2016 The 7th CoR summit, held jointly with the Self-Governing Region and the City of Bratislava, was one of the key events during the Slovak Presidency of the Council of the EU. Under the headline “Invest and connect”, the focus was on connecting people, places and resources. Debates addressed the question of how to overcome Europe’s investment gap in partnership with regions and cities and how to facilitate synergies between and streamlining of the EU funds and other financial instruments. More than 1000 EU, national, regional and local leaders and over 45 high-level speakers attended the event on 8 and 9 July 2016 in the Slovak National Theatre (SND), Bratislava, close to the Danube river. An outreach programme on the square in front of the SND included cultural events and information stands under the headline “Danube Up”, in order to involve a wider audience. more information: proceedings
