20 Milliarden US-Dollar werde China dem afrikanischen Kontinent in den nächsten drei Jahren zur Verfügung stellen, erklärte Staats- und Parteichef Hu Jintao im Juli 2012 auf dem fünften Forum für chinesisch-afrikanische Zusammenarbeit (FOCAC). Die 50 geladenen Führer Afrikas hörten es mit Genugtuung, ist die wirtschaftliche Zusammenarbeit mit China für sie doch längst zu einer willkommenen Alternative zur Kooperation mit dem Westen geworden, dessen Auflagen immer wieder als lästig und neokolonialistisch empfunden werden. China stellt keine Fragen, wenn es um Geschäfte geht, nicht nach Menschenrechten, nicht nach Demokratie und guter Regierungsführung, nicht nach Arbeits- und Sozialstandards und nicht nach dem Schutz der Umwelt. Die langfristige Sicherung seiner ökonomischen und geostrategischen Interessen steht im Mittelpunkt der Offensive in Afrika, die sich der Handels-, Investitions- und Entwicklungspolitik bedient. An erster Stelle geht es um den Zugriff auf die Rohstoffreserven des Kontinents, namentlich um Öl und andere mineralische Rohstoffe. Es gibt kaum ein afrikanisches Land mit nennenswerten Vorkommen, in dem sich chinesische Investoren noch nicht engagiert haben. Auch als Absatzmarkt ist Afrika immer wichtiger geworden. Auf den Märkten von Dakar, Johannesburg und Nairobi dominieren inzwischen die Plastikwaren und Textilien „Made in China“ – und haben, konkurrenzlos billig, die lokale Produktion vielerorts verdrängt. Flankierend wirkt die Entwicklungszusammenarbeit, die sich im Unterschied zum Westen vor allem auf große Infrastrukturprojekte konzentriert. Besonders hier lässt sich das ‚Prinzip der Nicht-Einmischung‘, das die chinesische Politik leitet, inszenieren. Paria-Staaten wie der Sudan und Simbabwe werden ebenso behandelt wie die – aus westlicher Sicht – Erfolgsfälle Ghana oder Mauritius. Dass Chinas Vormarsch in Afrika vom Westen kritisch beobachtet wird, ist nur verständlich, schließlich schmälern sich dadurch traditionelle Einflussgebiete der ehemaligen europäischen Kolonialmächte und der USA. Doch mittlerweile mehren sich auch Stimmen aus Afrika, die bezweifeln, dass die auf höchster Ebene beschworene Freundschaft Afrika immer zum Vorteil gereicht. Die große Resonanz, die die Dynamik der chinesisch-afrikanischen Beziehungen in den Sozialwissenschaften findet, zeigt die vorliegende Bibliographie. This article explores the notion of 'China's exceptionalism' in Africa, a prominent feature in Beijing's current continental and bilateral engagement. 'China's exceptionalism' is understood as a normative modality of engagement that seeks to structure relations such that, though they may remain asymmetrical in economic content they are nonetheless characterised as equal in terms of recognition of economic gains and political standing (mutual respect and political equality). This article considers the burden that the central Chinese government has assumed through its self-construction and mobilisation of a position of exceptionalism and, concurrently, the imperatives that flow from such rhetorical claims of distinctiveness in terms of demonstrating and delivering difference as a means to sustain the unity and coherence of these rhetorical commitments. This article examines the challenges faced by Beijing in managing this increasingly complex relationship, reflecting upon the structural factors that encourage harmony and introduce discord in China–Africa ties. It examines how various policy solutions being considered by China, ranging from increasing participants in the policy-making process to tentative engagement with international development regimes, may still not address the most difficult issues involving adverse reactions to the Chinese presence from African civil societies and political opposition groups. In particular the lack of a strong civil society inside China inhibits the ability of its policy makers to draw on the expertise of the kind of independent pressure groups and NGOs that are available to traditional donor/investor states. The article concludes by asking how the Chinese system can make up for these weaknesses without moving further towards the existing models and practices of the developed countries. This article analyses an emerging African trading community in Guangzhou, China. It is argued that migrant communities such as this one act as linguistic, cultural and economic bridges between their source communities and their host communities, even in the midst of tensions created by incidents such as immigration restrictions and irregularities. Socio-linguistic and socio-cultural profiles of this community are built, through questionnaire surveys and interviews, to address issues such as why Africans go to Guangzhou, which African countries are represented, what languages are spoken there, how communication takes place between Africans and Chinese, what socio-economic contributions Africans in Guangzhou are making to the Chinese economy, and how the state reacts to this African presence. Following from the argument that this community acts as a bridge for Africa-China relations it is suggested that both the Chinese and the African governments should work towards eliminating the harassment of members in this community by many Guangzhou dok-line AFRIKA 2012 / 4

Agriculture is a rapidly growing arena for China's economic engagement in Africa. Drawing on new field research in East and West Africa, and in Beijing and Baoding, China, as well as earlier archival research, this article investigates the dimensions of China's agricultural engagement, placing it in historical perspective. Beginning in the 1980s, the emphasis on aid as mutual benefit began to blur the lines between aid, south–south co-operation and investment. Today, Beijing has established at least 14 new agro-technical demonstration stations using an unusual public–private model that policy makers hope will assist sustainability. At the same time, a stirring of interest among land-scarce Chinese farmers and investors in developing farms in sub-Saharan Africa evokes a mix of anticipation and unease. China’s policy in Darfur offers a significant case study of how Beijing reconciles the pursuit of short-term gains with the need to secure its long-term interests by responding to the expectations of the international community. Oil is important but no longer the sole strategic factor in China’s foreign policy calculus. China’s prosperity and strength and the respect it commands in the international community are now the most important sources of its regime’s legitimacy. In this way, China’s quest for international recognition as a major power constitutes an important part of the Communist Party’s mandate to rule domestically. China’s traditional claim of non-interference in the domestic affairs of other states is giving way to a broader definition of national interests and a greater willingness to embrace global institutions and international norms. China’s engagement in Darfur should therefore be perceived as part of its wider foreign policy adjustment process involving a changing attitude toward “rogue states,” multilateral diplomacy, and human rights issues. It has long been recognised that the actors involved in crafting and implementing China’s foreign policy are not always in agreement. This paper argues that the prioritisation of commercial outreach over purely political objectives in Africa has led to a shift in influence from the Ministry of Foreign Affairs (MFA) to the Ministry of Commerce (MOFCOM). To that end, the paper examines the rising prominence of China Exim Bank’s concessional loans as a foreign policy instrument in Africa along with the process through which they are negotiated and implemented. Using the case of Angola, this paper shows how despite formal institutional equality, the MOFCOM is playing a far more influential role than the MFA is in defining the direction of China’s foreign policy toward Africa. The first Chinese migrants came to the Namibian border boom town Oshikango in 1999. Today, there are over 100 shops which sell Chinese goods to Angolan traders in that town of only around 10,000 inhabitants. This article describes their way of doing business and the economic interactions between migrants and the host society. By reacting to the host society's reaction to them, Chinese shopkeepers in Namibia are gradually developing into a migrant society with a distinct social structure. In an increasingly hostile political climate, Chinese entrepreneurs are faced with stronger regulation. This has not had the intended effect of pushing shopkeepers into manufacturing. Instead, it has sharpened social stratification among migrants, with traders better connected to Namibian authorities using their connections as an additional resource. In an optimistic view, the alliance between successful Chinese and Namibian actors could be the germ for a spill-over of Chinese entrepreneurial success; in a pessimistic view, it will create additional rents for some Namibians and give migrants the leverage to evade regulations. China's trade patterns with African countries have made Beijing the focal point of new anti-Chinese resistance narratives in Africa. Unlike the Maoist era, when China's trade policies served its leaders' political goals, now they aim to access markets as part of China's larger domestic development strategy. China's state-run firms can channel China–Africa trade through extra-market decisions that influence flows, yet, ultimately, Beijing's ability to direct trade with Africa is constrained by market forces. Despite suggestions that shared illiberalism drives China–Africa trade the author concludes that five interrelated causal factors overwhelmingly determine China–Africa trade: China's comparative advantage in labor-intensive and capital-intensive production; Africa's abundant natural resource endowments; China's rapid economic growth; China's emphasis on infrastructure building at home and in Africa; and the emergence of economies of scale in China's shipping and light manufacturing sectors. In the last five years China has dramatically increased its presence in Africa. Despite its abundant natural resources, the notoriety of its political regime and its close relationship with Beijing, Equatorial Guinea is a glaring omission in the China–Africa literature. This article intends to fulfil that gap by analysing the bilateral relationship between Beijing and Malabo at both the official and the social levels to assess its impact on the development of Equatorial Guinea. As bad governance is the main obstacle for the development of Equatorial Guinea, the article compares the role played by Chinese companies and government in reinforcing Obiang's authoritarian regime with that played by their Western counterparts. It concludes that Chinese extractive firms play a marginal role in the financial extraversion that strongly links the Obiang regimen with US oil companies. Conversely, the Chinese government offers Obiang more extensive and stable support than Western governments to the extent that most of the undeniable developmental potential of Chinese co-operation is wasted through clientelist networks. After discussing the phenomenon of Ghanaian employment within Chinese trade companies from a theoretical perspective, we explain how Chinese employers’ and Ghanaian employees’ culturally based perceptions of employment relations are contradictory and prone to conflict. We then show how, under the condition of the employers’ foreignness, Ghanaian employees perceive their psychological contracts as being violated and Chinese employers regard the equity of exchange relations as distorted. We discuss how Ghanaian employees cope with this situation by means of voice, silence, retreat or destruction, while Chinese employers, who lack both sufficient language skills and effective sanctions, choose to endure perceived distortions of equity and in some cases ultimately terminate employment relations when inadequate cross‐cultural communication results in a failure to mediate conflicts. The literature on Chinese economic engagement with Africa reflects widely-held views that Chinese investment is strategic, politically motivated and therefore more stable and long-term than “Western” foreign capital. In contrast this article argues that various factors underpinning the governance of Chinese state-owned enterprises (SOEs) in fact serve to promote short-term strategies. It contributes to the literature by empirically exploring this proposition through a case study of a Chinese SOE operating in Zambia's mining sector, and by examining two sets of corporate governance characteristics of Chinese SOEs: investors' relationships with the Chinese state, and firm-level strategy, structure and norms. The article finds that these governance characteristics lead to short-term strategies, including excessive cost-cutting and segregated management practices. These short-term strategies reduce the incentives as well as ability of investors to address local environmental and social concerns, thus questioning the contribution of Chinese investment to Africa's long-term development. Chinese have been migrating to Ghana since the late 1950s. Despite over 50 years of migration to Ghana, the Chinese do not consider Ghana their home but rather live in an extended transitory state that can last from a couple of years to several decades. Part of the nature of this extended transitory state is the invisibility of a community. This paper looks at the nature of community among the Chinese in Ghana arguing that there is a constant desire to push away from the idea of belonging to a community (“undoing” of community) while at the same time pulling towards more social intimacy (“doing” of community). In particular, this paper looks at gossip and suspicion in conjunction with economic cooperation and competition as aspects of their social encounter that illuminates the nature of this pendulum swing. As China’s footprint in African trade grows larger by the day, the need to contextualize this rise through comparative analysis becomes ever more necessary. This paper contrasts the sub-Saharan trade relations of both China and Europe with their respective designated stereotypes: those of a dragon and a dove. The article compares the trade dynamics on four levels: the policies and institutional mechanisms that shape the relationship; the composition of the trade flows; the geographic distribution of trade dominance; and the influence of norms and values on the trade pattern. It concludes that although there are empirical grounds behind these stereotypes, Chinese and European trade relations with sub-Saharan Africa are becoming more similar, partly due to a more hawkish European stance. China's rapidly expanding role in Africa as an energy and resource extractor reveals much of the dynamics and complexities of its growing ties with the continent. Rather than studying the subject in the framework of bilateral interactions, as most existing literature does, this article explores the impact of China's domestic development process on the behaviour of Chinese foreign policy and business operations in Africa. The remarkable influx of Chinese migrant entrepreneurs in West Africa has been met with growing resistance from established African entrepreneurs. Whether the former have a competitive edge over the latter because of distinctive sociocultural traits or whether the Chinese's supposed effectiveness is just a characteristic feature of any trading diaspora is open to question. This comparative exploratory study of Chinese and Nigerian entrepreneurial migrants in Ghana and Benin provides initial answers to these questions. Apparently, the cultural stimuli for migrant drivers of change are not restricted to inherited value systems or religions, such as a Protestant ethic or Confucianism; rather, they are continually adapted and invented anew by transnational migration networks in a globalized world. There is no evidence of the supposed superiority of the innovative culture of Chinese entrepreneurial migrants versus that of African entrepreneurial migrants. Rather, there exist trading diasporas which have a generally enhanced innovative capacity vis-à vis local entrepreneurs, regardless of the national culture in which they are embedded. In addition, the rivalry of Chinese and Nigerian migrant entrepreneurs in African markets does not necessarily lead to the often suspected cut-throat competition. Often the actions of each group are complementary to those of the other. Under certain conditions they even contribute to poverty alleviation in the host country. China has developed a more consequential role in Sudan over the past two decades, during which it has become bound up in the combination of enduring violent internal instability and protracted external adversity that has characterized the politics of the central state since the 1989 Islamist revolution. Two inter-related political trajectories of China's Sudan engagement are examined here. The first concerns Beijing's relations with the ruling National Congress party in incorporating China into its domestic politics and foreign relations amidst war in Darfur, to which Beijing has responded through a more engaged political role. The second confronts the practical limitations of China's sovereignty doctrine and exclusive reliance upon relations with the central state. Following the peace agreement of 2005 that ended the North–South war, and motivated by political imperatives linked to investment protection concerns, China has developed new relations with the semi-autonomous Government of Southern Sudan, thus seeking to position itself to navigate Sudan's uncertain political future. This article examines one of the pre-eminent logics of global capital flow – the pursuit of flexible labour regimes – as a window to explore the interaction between Chinese investments and African communities. It analyses the respective “politics of casualization” in the Chambishi mine on the Zambian Copperbelt and the Tanzania–China Friendship Mill in the port city of Dar es Salaam. Both Zambian and Tanzanian workers have witnessed and resisted precipitous “informalization” of employment since the Chinese assumed full or majority ownership in the late 1990s. Wildcat strikes were staged by workers in both cases. Nevertheless, Zambian copper miners, but not Tanzanian textile workers, seem to have successfully halted this tendency of casualization. After several years of struggle, in 2007 they signed new collective agreements with the Chinese management, who agreed gradually to convert all casual and contract jobs into “permanent” pensionable ones. By explaining the divergent outcomes of these two cases of labour resistance, I hope to identify the major factors shaping the encounter between Chinese managers and African workers. Since the beginning of the twenty-first century, independent entrepreneurial migrants from China have been increasingly flocking to Africa in search of “greener pastures.” This paper scrutinizes the empirical foundations of the increasingly hostile discourses of African traders regarding the alleged encroachment of the West African urban market space by Chinese petty entrepreneurs. Based on in-depth ethnographic fieldwork and interviews, the authors aim to demystify this common allegation by exploring the diversity of influx channels through which Chinese commodities, said to create unfair and existential competition, come to the African continent. The analysis of trade trajectories shows that Chinese products were coming to Africa long before the arrival of independent Chinese migrants at the beginning of the twenty-first century. Statistical evidence further supports our stance that Chinese entrepreneurs still represent a minority group in the import of

Die chinesische Regierung ist in Mali nicht nur an Bodenschätzen interessiert; vielmehr gibt es eine lange Tradition intensiver Beziehungen und Zusammenarbeit - etwa im Bildungs- und Gesundheitssektor sowie beim Ausbau der Infrastruktur. Neben den offiziellen Vertretern der zwischenstaatlichen Zusammenarbeit gibt es eine chinesische Einwanderung in das Land, die weder von der Regierung in Mali noch von der chinesischen Regierung kontrolliert wird und eine eigene Dynamik entfaltet. Anders als in anderen afrikanischen Staaten werden die chinesischen Kleinunternehmer in Mali nicht als Bedrohung empfunden, sondern die malischen Händler fühlen sich der Konkurrenz gewachsen. This article looks at the livelihoods and lives of African traders coming to Hong Kong and Guangzhou. These traders are practising “low-end globalization”, involving small amounts of capital, and semi-legal or illegal transactions under the radar of the law. The article first considers who these traders are, portraying them as, typically, members of the upper crust of their home societies. It then considers these traders in Chungking Mansions, Hong Kong, a building that is an entrepôt between China and the developing world. Finally, it looks at traders’ livelihoods and lives in Guangzhou, South China, and traders’ efforts to succeed in mainland China. The article argues that one essential economic role China plays today is in manufacturing the cheap, sometimes counterfeit goods that enable Africa and other developing-world regions to experience globalization; the African traders who come to China help make this possible. Scholars and the international media often allude to a putative “African view” of Africa–China links, constructed from anecdotal evidence. Using random sample and university-based surveys, we elaborate the first empirically based study of what Africans think of their relationships with China. We reach three conclusions. First, African views are not nearly as negative as Western media make out, but are variegated and complex. Second, the survey results are at variance with the dominant Western media representation that only African ruling elites are positive about these links. Third, we find that the dominant variation in African perspectives is by country, compared with variations such as age, education and gender. In recent years, both the European Union (EU) and the People’s Republic of China (PRC) have considerably stepped up their presence in Africa, including in the field of peace and security. This article discusses how the EU’s and China’s understanding of governance and sovereignty affects their respective security strategies in Africa. It argues that although European and Chinese rhetoric significantly differs in terms of the doctrines of sovereignty and governance, the conventional wisdom of two competing security models is inaccurate. As a matter of fact, Brussels and Beijing pursue converging security interests in Africa, a fact that can open the door for coordinated Sino-European crisis management efforts. China's official rhetoric on its relations with Africa is important; it frames, legitimates and renders comprehensible its foreign policy in this ever-important area of the world. This article explores the following puzzle: why China's rhetoric on its involvement with Africa has retained substantial continuities with the Maoist past, when virtually every other aspect of Maoism has been officially repudiated. Despite the burgeoning layers of complexity in China's increasing involvement in Africa, a set of surprisingly long-lived principles of non-interference, mutuality, friendship, non-conditional aid and analogous suffering at the hands of imperialism from the early 1960s to the present continue to be propagated. Newer notions of complementarity and international division of labour are beginning to come in, but the older rhetoric still dominates official discourse, at least in part because it continues to appeal to domestic Chinese audiences. African regional organizations play a significant role in maintaining peace and security on their continent. This article looks at how China, as an emerging power in Africa, has incorporated these organizations into its policies on African security crises. It asserts that China has explicitly endorsed regional conflict resolution mechanisms, which it perceives as having a less intrusive impact on third world countries’ sovereignty than have initiatives taken under the global collective security system led by the UN Security Council. Moreover, China strengthening cooperation with African regional organizations and aligning its stance with the views emerging from these regional bodies is an important way in which China has tried to respond to the rising security challenges and political demands it is faced with in Africa.
